Parliamentary monarchy, Belgium (Capital: Brussel) has federal institut ions since 1993.

The level of powers's and skills's division are a number of five:

 

The Federal State has executive skills in the fields of the justice, the national defense, the social security and the currency (on a theorical way today). The state benefits from a shared skill in the fields of external relations including the foreign trade.

 

3 Regions (Flanders, Wallonia and  Brussels-Capital) which are comptetent for the located subjects on a territory: town planning, housing management, environment, nature conservations, rural development, water, energy, economic policy ( for the questions which pertain not the federal stat's skills), transport (except for SNCB), communications, employment, etc.

3 linguistic communities  (Flemisch, French-speaking and German-speaking ) competent for the subject which interest persons, that is: the cuktural affairs, broadcasting, tourism, vocational training, education, health, state aid, child protection, etc.

10 provinces (special shools, estates, roads, waterways, leisure).

589 districts (districts have important economic skills).

The State, the three communities and the three regions practise nearly all of their skills in a exclusive capacity. Each of them has its parliament authorized to vote its laws, its governeent which executive responsible in front of the law and its administration.
